The York County Board of Supervisors resolved a crowded docket on Aug. 18, 2026. The rezoning of the 32-acre parcel at 200 Water Country Parkway (PD-060-26, "Marquis Crossing") got the attention — rightfully, given the Planning Commission denied it 4–3 and the Board overrode that recommendation by approving it "as amended."

But a half-dozen other items moved that night, and most of them flew under coverage entirely. Here is the full accounting, straight from the official dispositions.

The docket, item by item

Marquis Crossing rezoning — Ord 26-17: ✅ Approved as amended.

Reclassifies ~22 of the 32 acres from Economic Opportunity to Planned Development Mixed Use, with voluntary proffers. Overrides the Planning Commission's 4–3 adverse recommendation (July 8) and staff's denial recommendation. (The nature of the "amendment" and the exact vote are the two things still to be pulled from the video/minutes.)

Admissions tax — Ord 26-21: ✅ Approved as amended.

Adopted — following the earlier question of what rate would actually be set. The amended rate is the one detail to verify from the video.

No-wake overhaul — R26-126 policy, Ord 26-18, Ord 26-19, R26-127/128/129: ✅ All approved.

This is the under-covered thread: the county expanded one river while shrinking another. Chisman Creek's no-wake zone has now officially been reduced, while Poquoson's was expanded. An open question: who pushed the Chisman Creek shrink, and why?

HRSD sewer agreement — R26-123: ✅ Approved.

Inflow/infiltration scope agreement with the Hampton Roads Sanitation District (HPIIRP) to keep sewage out of the county's sewer lines.

Brightwood Stream Restoration MOU — R26-122: ✅ Approved.

Disabled-veterans real-estate tax refund — R26-124: ✅ Approved.

An $18,001.32 refund for tax years 2023–2026 under Va. Code §58.1-3219.5. York County Code §21-7.3 requires Board approval for any refund over $10,000. This is a four-year-look-back, cash-to-veterans adjustment that a quick scan of the agenda would miss — and it invites the question of whether the county under-applied the exemption and is now correcting, or caught a one-off audit finding.

Closed session, "prospective business" (Va. Code §2.2-3711(A)(5)): routine closed item, limited public record by statute.

Why the small items matter

The no-wake changes, the sewer agreement, and the veteran refund are the kind of recurring agenda items that get approved with a gavel and a "consent" motion and never appear in the news. But they carry real money and real policy — a $18,001.32 refund, a rebalanced set of no-wake zones on the county's waterways, and a regional sewage-infiltration agreement. When local newspapers shrink, this is exactly the layer of government that stops getting watched.
