Welcome to the week in York County that was — a week bookended by a county Board of Supervisors decision years in the making and a school-policy change that arrived, true to form, as a single line on social media.

If you only take one thing from this week, take this: the biggest local stories of the week didn't start as scandals. They started as agenda items. Here's the recap.

The big one: Marquis Crossing is approved "as amended"

The York County Board of Supervisors voted Aug. 18 to approve PD-060-26, the rezoning of roughly 22 acres along Water Country Parkway for a mixed-use project including 125 townhomes — overriding the Planning Commission's 4–3 denial and a staff recommendation to deny in the process.

Three things to understand about this one:

  1. The override matters as much as the vote. Virginia law lets the Board ignore the Planning Commission's recommendation. They just did, overtly and completely.
  2. The developer's own analysis says York gets $0 in school cash proffers — even though Magruder Elementary is over capacity today — because a county forecast says enrollment is about to decline. The county secures turn-lanes, not classrooms.
  3. "As amended" is doing a lot of work. The county's records confirm the vote happened but don't yet say what the amendment was. That's the next question.

    Everything else the Board did Monday night

    Beneath the rezoning sat a full docket that mostly escaped coverage. We pulled the official dispositions:

    • No-wake overhaul: the county expanded one river and shrank another — the Chisman Creek no-wake zone has now officially been reduced. (Who pushed that? Open question.)
    • A $18,001.32 retroactive disabled-veterans tax refund covering 2023–26.
    • Regional HRSD sewer and Brightwood Stream agreements, plus a storm-drain rehab contract.

    School devices: a real policy change, announced like a sale

    The York County School Division told families it's moving grades 3–12 off Bring-Your-Own-Device and onto division-issued devices. Parents are raising questions — and so far, the questions outnumber the answers: What does a fleet for ~12,000 students cost? Whose budget? Was it competitively bid? And what about the kids without home internet?
